PROBLEM TO BE SOLVED: To provide a coated steel sheet or the like which has, in particular, a thin coating film of≤10μm thickness, and thus, is excellent in brightness stability as well as substrate shieldability. SOLUTION: This coated steel sheet is produced by: sequentially forming a zinc-based plating layer and a conversion coating film containing no chromium on both sides of a steel panel; forming an undercoating film 4 on the conversion coating film of one surface of the steel panel; and forming a top coating film 5 comprising an organic resin containing a scale-like aluminum of 6-12 mass% on the undercoating film 4.
