PROBLEM TO BE SOLVED: To provide a production method of active hydrogen-dissolved water which can produce a large amount of active hydrogen-dissolved water at low cost and also simply, and a creation arrangement. SOLUTION: The creation arrangement 10 comprises placing gypsum 12 and a magnesium metal 13 on the bottom part of a container 11 to make a water supply pipe 15 for supplying water 14 communicate with the top part of the container 11, and attaching a ball tap 16 to the tip end of the water supply pipe 15. Then, for example city water is filtrated by an activated carbon filter 17, passes through an on-off valve 18 and is supplied to the container 11 in a fixed amount. Further, water intake pipes 19a and 19b are attached to the bottom part of the container 11 so as to remove high-concentration calcium sulfate and active hydrogen-dissolved water. Then, the water intake pipes 19a and 19b are communicated to dilution containers 21a and 21b through flow amount adjustment valves 20a and 20b. The dilution containers 21a and 21b properly dilute the above-described active hydrogen-dissolved water to supply it to water caps 24a and 24b through respective water supply pipes 23a and 23b.
