PROBLEM TO BE SOLVED: To provide a water repellent and oil repellent powder pigment for cosmetics, which has water repellency and oil repellency sufficient for cosmetic use, and provide a cosmetic containing the same. SOLUTION: The water repellent and oil repellent powder pigment for cosmetics, which has water repellency and oil repellency sufficient for cosmetic use is obtained by mixing a tridecafluorooctyl triethoxysilane compound represented by chemical formula (1) with a powder pigment for cosmetics in the presence of an organic solvent to treat the surface of the powdery pigment for cosmetics with the tridecafluorooctyl triethoxysilane compound. Cosmetics mixed with the water repellent and oil repellent powdery pigment for cosmetics provide cosmetics having sufficient water repellency and oil repellency. COPYRIGHT: (C)2008,JPO&INPIT
