PROBLEM TO BE SOLVED: To provide a fiber bundle winding device capable of winding a fiber bundle into a fiber bundle package of high quality with excellent unwinding property without causing the tension difference between fiber bundles even when simultaneously winding a plurality of fiber bundles with the high modulus of elasticity such as carbon fiber, and to provide a fiber bundle package manufacturing method. SOLUTION: The fiber bundle is wound by the winding device comprising a differential mechanism having pinion gears 3a, 3b turnably mounted to a differential shaft for transmitting driving force from a motor, and side gears 4a, 4b connected to bobbin holders 1a, 1b, wherein a set of pinion gears and a pair of side gears are arranged to mesh with each other, and turning force is transmitted through the pinion gears.
