An electronic document management system providing authenticity and integrity, and a management method thereof are provided to utilize the electronic document in the various industrial fields by applying a scan station enabling circulation of copy securing authenticity. A scan station(100) converts a paper document to an image file, and the image is transformed to an SIP(Submission Information Package) to keep authenticity and integrity. A transfer unit(200) transmits the SIP to an electronic document management server(300) by applying a security protocol. The electronic document management server verifies the transmitted SIP, converts the verified SIP to an AIP(Archival Information Package), stores the converted the AIP, and makes the electronic information into a DIP(Delivery Information Package) to which circulation meta data and a security package are applied.
