<P>PROBLEM TO BE SOLVED: To provide a light reflecting plate which can restrain the interference of reflected light easily and surely even when used in a high definition liquid crystal display device, and to provide the liquid crystal display device. <P>SOLUTION: A photomask 30 for forming a rugged shape on the light reflecting plate is formed by arranging a virtually regular grating (for example, a close-packed grating 44) on the photomask 30, arraying the centroid of a polygon (for example, a tetragon 42) for forming the rugged shape on the grating point of the grating, moving all of polygons arrayed on the grating by an optional distance and rotating each of polygons around the grating point at random so that the adjacent polygons are not superposed on each other.
