<p><P>PROBLEM TO BE SOLVED: To provide a technology through which higher compression efficiency of attribute data represented by a plurality of bits can be expected while utilizing an ordinary reversible encoding technology. <P>SOLUTION: When 8 bit attribute data of 32×32 is encoded for one pixel, a variable i is set at 7 as an initial value (S604), eight attribute data is inputted (S605), and the data of 8 bits collecting the bits i is generated and outputted to a reversible encoding section (S606) thus performing encoding. After encoding of 7 bits is performed for the attribute data of 32×32, the variable i is set at 6 (S608) and processing is performed similarly.
