PROBLEM TO BE SOLVED: To provide an organic electroluminescent device which can be driven over a wide range from low brightness in display usage to high brightness in light source usage, can stably operate over a wide brightness range, has less fluctuation in pixels, has high light emission efficiency, is excellent in its life characteristics and has a plurality of light-emitting portions. SOLUTION: In the organic electroluminscent device having at least a functional layer sandwiched between a pair of electrodes, the functional layer has a light-emitting layer having at least a light-emitting function and a coating film containing particles of a transition metal oxide and disposed between the light-emitting layer and at least any one of the electrodes. A coating film containing particles of the transition metal oxide is used as the transition metal oxide layer, a transition metal oxide-containing film having the same characteristics as those of a deposited film can be formed in a stroke for a large area.
