PROBLEM TO BE SOLVED: To manage a recording medium for a game, even if communication is impossible between a management terminal for a game medium and a management device. SOLUTION: In a prepaid card management system 3, CR units 30 perform distributed management of remaining values in prepaid cards separately from a prepaid card management T/C10, in preparation for the case where communication with the prepaid card management T/C10 is impossible (impossible communication with T/C). Further, a card settlement machine 60 queries a CR unit 30 corresponding to a unit number written in the prepaid card about the remaining value in a prepaid card instead of querying the prepaid card management T/C10, when the communication with the T/C is impossible.
