A cosmetic composition for preventing hair loss and promoting hair growth comprises the water-soluble extract of Sophorae Flos as an effective ingredient. A pharmaceutical composition for preventing prostatic cancer and acne comprises the water-soluble extract of Sophorae Flos as an effective ingredient.
