A blasting powder using hydrogen peroxide and a charge structure using the same are provided to reduce construction periods by generating non-toxic gas such as vapor, oxygen, nitrogen, and carbon dioxide. A blasting powder uses hydrogen peroxide with high concentration of 20 to 90 percents and a predetermined amount of fuel. The fuel is one of ethyl alcohol, hydrazine, derivative of hydrazine, amine, imine, derivative of amine or imine, ketone, ether, alcohol, aldehyde, carboxylic acid, derivative of carboxylic acid, nitrile compound, alkane, alkene, alkyne, aliphatic hydrocarbon, and aromatic hydrocarbon. A charge structure using the hydrogen peroxide comprises a cylindrical cartridge(20) manufactured by synthetic resin, a high concentration hydrogen peroxide(10) charged in the cartridge, an initiating wire(30) embedded in the side center of the cartridge, and a donating terminal(50). The donating terminal, which is connected with electrical conducting wire at two ends of the initiating wire, is combined with a donating wire connected to a blasting device.
