A method for setting an IP(Internet Protocol) bearer between MGWs(Media Gateways) in a WCDMA(Wideband Code Division Multiple Access) communication system and an MGW therefor are provided to check a BCTP(Bearer Control Tunnelling Protocol) header of a BCTP PDU(Protocol Data Unit) including an IPBCP(IP Bearer Control Protocol) message before the IPBCP message is decoded, thereby efficiently setting a VoIP(Voice over Internet Protocol) call. An IP connection controller(220) generates a BCTP decoding request by receiving a BCTP PDU from the other MGW, and inputs signaling data extracted from the IPBCP PDU to control setup and alteration of an IP bearer. An IBTP(IP Bearer and Tunnelling Protocol) unit(230) decides whether the BCTP PDU is a proper one by checking a BCTP header of the received BCTP PDU according to the generated BCTP decoding request, and extracts the signaling data from the BCTP PDU if the BCTP PDU is the proper one.
