An on-line type sediment treatment apparatus and a sediment treatment method are provided to collect and treat sediment while the operation of facilities is not stopped. A sediment suction unit is provided in a cart(10), wherein the sediment suction unit includes a sediment transfer pipe(30) for sucking sediment and a vacuum pump(60) for forming vacuum to transfer the sediment through the sediment transfer pipe. A sediment treatment tank(20) is installed on the cart to store the sucked sediment. A sediment treatment unit is installed at the cart to enrich and dehydrate the stored sediment. A guide rail(40) having a predetermined path is installed in a pit. A pipe transfer unit is installed to move along the guide rail. The pipe transfer unit includes a transfer cart(50) to which the sediment transfer pipe is connected, thereby transferring the sediment within the sediment transfer pipe along the predetermined path. Further, the transfer cart is transferred along the guide rail by electric power source.
