A starting shaft (42) is adjusted in a sliding manner at an outer side of the wheel. An adjusting slit is reamed in an inner side of the shaft, and has circumference, which is cut by arc shaped grooves in the teeth. The grooves actuate the teeth such that the grooves carryout to-and fro movement on the wheel.
