PROBLEM TO BE SOLVED: To provide a technology capable of attaching user data different from each user to coded data in real time.

SOLUTION: An encoding section of an encoder disclosed herein encodes received moving image data according to a prescribed encoding system and reserves user data areas specified by the prescribed encoding system in a data structure of the encoded moving image data as reserved areas for storing the prescribed user data. A moving image distribution server attaches the desired user data to the reserved areas corresponding to the user data areas of the data structure of the moving image data of the distribution object in response to a stream distribution request from a stream distribution request source and distributes the moving image data in a stream form.
