<p><P>PROBLEM TO BE SOLVED: To provide a plant controller having a CPU of a controlling microcomputer and a touch panel to reproduce characters displayed on the touch panel by voice. <P>SOLUTION: The CPU sends a character display command signal to the touch panel 12. The touch panel 12 prepares characters for display, and writes in the RAM 16 of the CPU 11 both the address of a flash memory designating a voice file to be reproduced, and the number of times of reproduction. The CPU 11 periodically monitors the RAM 16 and, when the address of the flash memory 14 corresponding to the voice file to be reproduced and the number of times of reproduction are written in a predetermined address in the RAM 16, the voice file is read from the flash memory 14 and reproduced the designated number of times.
