PROBLEM TO BE SOLVED: To improve accuracy in a scanning velocity of a digital scan unit. SOLUTION: It is determined whether or not a pixel at a position as a target for one optical site (red:R) of an image sensing unit 28 is an edge that is a boundary between black of an object 21 on a document and white of a tint block. Furthermore, a determination regarding the edge is also performed on another optical site (blue:B). Based on a difference of times of the edge determination (the lapse of time), an instantaneous document velocity is determined and this velocity is compared with a document velocity specified in accordance with operations of the scan unit at that time.
