PROBLEM TO BE SOLVED: To enable a seller to confirm attribute or identify a purchaser without requiring the purchaser to present a document such as a driver's license in selling a commodity/service for which age confirmation or identification is required for electronic money payment.

SOLUTION: This system comprises a portable terminal machine 100 and an electronic money payment terminal 101. The electronic money payment terminal includes a means for receiving an electronic certificate 308 and an electronic signature from the portable terminal device; a means for determining whether the electronic signature is valid or not by determining whether the electronic signature is generated with a signature key corresponding to a signature verification key described in the electronic certificate; a means for acquiring, when the electronic signature is valid, attribute information described in the electronic certificate; and a means for determining whether the attribute information satisfies a sales restriction condition of the commodity or service or not.
