PROBLEM TO BE SOLVED: To provide an echo monitoring system with a simple configuration and an echo monitoring method. SOLUTION: An echo component is detected from a received speech signal coming through a public telephone network and a delay time and an attenuation rate of the echo component are measured. Whether or not the speech voice quality is within a permissible range is discriminated on the basis of the measured delay time and the attenuation rate of the echo component.
