PROBLEM TO BE SOLVED: To prevent increase of maintenance costs by lowering an external heating chamber temperature, and keeping a retort temperature at a desired temperature with high response to the change of properties of organic waste. SOLUTION: A treated material M is supplied from one end 25 of a rotating cylindrical retort 2 into the retort 2, and a flammable gas generated from the treated material M is jetted to the external heating chamber 11 through a gas jetting pipe 4 penetrating through a cylindrical wall of the retort 2. A burner 7 for heating the chamber is disposed on a chamber wall of the external heating chamber 11 covering the circumference of the retort 2, the gas jetting pipe 4 is disposed only at an upstream end portion 23 in the treated material transferring direction, of the cylindrical wall of the retort 2, and a vent hole 18 for discharging the jetted flammable gas to the outside of the external heating chamber 11 is formed on a part opposed to the upstream end portion 23 of the retort 2, of a hearth 17 of the external heating chamber 11. The inside of the external heating chamber 11 is divided into two zones Z1, Z2 at an upstream side and a downstream side, and the burners 7 are disposed on each of the zones Z1, Z2, so that temperatures of the zones Z1, Z2 are independently controlled by the burners 7.
