PROBLEM TO BE SOLVED: To improve a printing quality by foundation processing of low white degree printing paper with a substrate treatment like a sheet of newsprint paper regarding printing method with an offset press and the offset press, and by generating no turbidity in printing ink with the substrate processor. SOLUTION: A substrate treatment agent such as a low white degree improver or the like is fed to a printing surface of the printing paper.
