PROBLEM TO BE SOLVED: To provide a toner manufacturing method which is capable of effectively and accurately classifying fine powders contained in a toner as a product, in an amount that exceeds the required amount in the process in the toner pulverizing and classifying processes, and manufacturing a toner that is superior in quality characteristics in stable and easy manner, and is superior in productivity and cost benefit, and to provide a toner manufactured by the toner manufacturing method. SOLUTION: The toner manufacturing method comprises a pulverizing process for fine pulverizing and rough sorting by using at least one pulverizing device and at least one cyclone unit, and a classifying process for fine classifying by using at least one classifier and at least one cyclone unit. The fine particles of at least either the fine powder or the particles, other than the fine powder classified by the classifier in the classifying process and returned, are returned to the cyclone unit in the pulverizing process.
