PROBLEM TO BE SOLVED: To provide a voice communication system capable of eliminating a time delay generated as a result of speaking speed conversion without being affected by a pause section length, and a voice communication device used for the voice communication system. SOLUTION: When it is hard to hear the voice of a conference member J at a point (b), conference members A and G at a point (a) make speaking speed conversion adjustments. A voice conference device 111A adjusts the relative relation among voices output from respective speakers of a speaker array to change speaking speeds of only output voices to directions Dir11 and Dir18 corresponding to the conference members A and G based upon respective speaking speed conversion amounts. At this time, predetermined latency corresponding to the speaking speed conversion amount is inserted into each of the voices before the voice begins to be output, so that the timings of output ends of the voices are made to nearly match to each other.
