PROBLEM TO BE SOLVED: To exert excellent seal performance even when a vehicle vibrates in a state of being tilted and submerged. SOLUTION: A fuel shut-off valve 10 is provided with a float 52 and an upper valve element 60 in a valve chamber 30s of a casing 20. The float 52 has a support portion 55a on its upper part. The center of gravity of the upper valve element 60 is set below a portion to be supported of the upper valve element so that when the portion 66 to be supported is supported on a support surface 56a, the upper valve element 60 is balanced with the supported portion serving as a fulcrum. The upper valve element 60 is provided with a valve body 61 and a seat member 64 attached to the valve body 61. The valve body 61 of the upper valve element 60 is formed of resin foam.
