PROBLEM TO BE SOLVED: To reduce communication time and cost by correcting the boundary of a background where a map clipping a certain range near a route includes part of a region and transmitting it after cutting off data for parts unnecessary for navigation. SOLUTION: Road map data consists of road data having road location information, background data having location and name information for others than roads, and name data having road name information in such a manner as to be divided into a plurality of meshes. The background data includes a polygon having a planar region. In accordance with the road map data, a recommended route from a starting point to a terminal point on the road is determined. Out of the road map data which the plurality of meshes for the recommended route to pass therethrough includes, road map data in a predetermined range from the recommended route is extracted. The boundary of the polygon which the background data for the extracted road map data includes is corrected matching to a region in the extracted range.
