PROBLEM TO BE SOLVED: To provide a transparent electrode for an organic EL having a smooth surface and excellent acid resistance and unnecessary for any polishing process, and to provide an organic electroluminescence element which has an anode buffer layer formed by a wet method (a coating method) from an acidic organic polymer material by using the transparent electrode as an anode. SOLUTION: In a transparent conductive film other than crystalline ITO, the oxidation-reduction potential is≥(E-0.1)V and≤(E+1.0)V where the oxidation-reduction potential of the crystalline ITO is E(V) in a polar solvent at 25°C in which a supporting electrolyte is dissolved.
