PROBLEM TO BE SOLVED: To accurately and promptly carrying out discrimination of a protrusion lower than the set rolling stock minimum ground clearance but not causing any interference in warehousing such as a mud guard of a rolling stock. SOLUTION: When a detection signal S36 by a protrusion detection sensor 36 becomes ON (ON1) of a first time by detection of a wheel 38, and the detection signal S36 by the protrusion detection sensor 36 is detected in an order of temporarily OFF, ON (ON2) of a second time, and OFF again after a detection signal of a wheel detection sensor 34 becomes OFF, a first ON time t1 of the detection signal S36 of the protrusion detection sensor 36 is compared with both of a temporary OFF time t2 of the detection signal of the protrusion detection sensor 36, and a second ON time t3. On the basis of a comparison result, the detection signal of temporary OFF is judged to be by a gap between the wheel 38 and a mud guard 46, and the detection signal of the second ON is judged to be by detection of the mud guard 46.
