<P>PROBLEM TO BE SOLVED: To allow a provider of an application to easily make electronic equipment mounted with an IC chip manage data. <P>SOLUTION: When a service issuing command transmitted from a service issuing terminal 11 is received, a service issuing function 21 of an IC card 2 obtains information expressing a service data structure corresponding to an identifier transmitted as a command parameter and a program describing a processing sequence from a service definition data base 23. In the service definition data base 23, the information expressing the data structure of a service required for each application and the program describing the processing sequence are stored. The service issuing function 21 carries out IC card internal processing, and prepares the service data structure for managing data used for being provided with a prescribed application in a file system 22.
