PROBLEM TO BE SOLVED: To provide a solid electrolytic capacitor which can be rendered a low ESR, and to provide its manufacturing process. SOLUTION: In the solid electrolytic capacitor where an electrolyte layer composed of conductive polymer is formed on a capacitor element obtained by winding an anode foil having an anodic oxide coating formed on the surface and a cathode foil through a separator, polyethylene dioxythiophene (PEDOT) is used as the conductive polymer and after an electrolyte layer is formed of PEDOT, generated air gap portions are filled with polypyrrole (PPy) and the electrolyte layer is formed of PPy.
