PROBLEM TO BE SOLVED: To provide a deterioration diagnostic device and method for an elastoplastic energy absorber, capable of determining an earthquake type and capable of estimating a cumulative damage value of the elastoplastic energy absorber caused by an earthquake. SOLUTION: This deterioration diagnostic device for the elastoplastic energy absorber has an isoline diagram preparing part 20 for preparing an isoline diagram of numeral value expressing the earthquake type, based on an actual earthquake data, an earthquake type information calculating part 15 for calculating earthquake type information, based on the isoline diagram, a maximum displacement amount calculating part 16 for calculating the maximum displacement amount of a building in an actual earthquake, a correlation information DB 17 for storing correlation information between the maximum displacement amount of the elastoplastic energy absorber 6 generated by the earthquake and the cumulative damage value of the elastoplastic energy absorber 6 caused by the earthquake, and a cumulative damage value calculating part 18 for calculating the cumulative damage value of the elastoplastic energy absorber 6, based on the calculated earthquake type information, based on the maximum displacement amount calculated by the maximum displacement amount calculating part 16, and based on the correlation information between the maximum displacement amount of the elastoplastic energy absorber 6 and the cumulative damage value thereof stored in the correlation information DB 17.
