Issuance of a point or points is limited depending on the payment object paid by electronic money. An electronic money server (Fig. 11) receives transaction information including the record of the breakdown of the payment money of an electronic money card used one payment and breakdown information including the breakdown of the payment money of each payment object of the payment processing. The breakdown includes a normal type to which normal goods are categorized, a tax-free type to which tax-free articles such as postage stamps are categorized, and a reception type to which reception by proxy of utility charges is categorized. Among the breakdown, a point or points are issued to the payment money of the normal type, and no point is issued to the other types. By checking the breakdown information with the transaction information, the electronic money server (5) identifies the payment money used to pay money for goods of the normal type, and calculates a point or points for the payment money.
