PROBLEM TO BE SOLVED: To reduce data quantity, and to improve the convenience of a user by making a specific scene remain in the case of edition, and creating continuous data after editing. SOLUTION: This video-editing device is provided with a storage means (memory 27) for storing a conversion table in which significance, relating to a video signal and the rate of the conversion of the video signal into predetermined image quality corresponding to the significance are associated with each other; a significance determination means (17) for determining significance for each chapter of the video signal; a bit-rate conversion means (17) for converting the video signal into a predetermined image quality for each chapter, according to the determined significance by using a conversion table; and a video signal output means (14) for connecting chapters, and for outputting the video signal configured of the chapters whose bit rates are different.
