<p><P>PROBLEM TO BE SOLVED: To provide an optical coupling element that imparts input/output of light such as a highly efficient laser to an optical waveguide with a high refractive index difference, in an optical coupling element between optical waveguides and between a waveguide and other optical systems, for example. <P>SOLUTION: The optical coupling element is composed of an optical waveguide having a core 2 and a clad 3 formed on a substrate 1 and having an end face of the core that provides a numerical aperture NA<SB>1</SB>and a lens having an optical axis not in parallel with the light guide direction of the optical waveguide and having a lens that provides a numerical aperture NA<SB>2</SB>.
