PROBLEM TO BE SOLVED: To provide an alarm reporting apparatus which is compatible with a reporting system for a gas meter and is effective to configure an alarm reporting system at low costs. SOLUTION: A radio device 11 receives an alarm message from alarm apparatus 20 and 21 which detect generation of an alarm state and transmit the detected state by radio in the form of an alarm message. According to the radio reception of the alarm message by the radio device, a flag setting means 12-1 sets a flag prematched to the received alarm message among unused flags in a safety monitoring data flag list predefined for transmission of meter-reading information provided by a gas meter having a meter-reading function 60 and safety monitoring information on the gas meter to a center apparatus. A message transmitting/receiving means 12-2 transmits a response message including the set flag responding to a request message received from a terminal network control means after transmitting an activation request signal to the terminal network control means, and reports the alarm state to the center apparatus based on the alarm message.
