PROBLEM TO BE SOLVED: To provide an image processing apparatus capable of surely limiting colors of even an image in which a screen area subjected to halftone dot processing or the like exists. SOLUTION: A flattening processing part 11 flattens halftone dots in an input image, for example, by contraction processing, smoothing processing, or the like. A background representative color extracting part 12 extracts one or a plurality of representative colors from the image flattened by the flattening processing part 11. Since the flattened image is referred to, the representative colors are extracted as a flat even in a screen area without causing a difference in colors due to the presence of halftone dots in the screen area. A color replacing part 13 replaces the colors of each pixel in the input image with one of the closest representative colors to limit the color with reference to the input image and the image flattened by the flattening processing part 11.
