PROBLEM TO BE SOLVED: To provide a program recording and reproducing device capable of conveniently performing editing for cutting a CM of a TV broadcast program and automatically cutting the CM at an exact place during normal reproduction. SOLUTION: The program recording and reproducing device is provided with an inputting means 17 for recording, reproducing and editing a video-sound signal of a broadcast program and writing a chapter mark, and a memory 14 for storing the chapter mark while associating the chapter mark with recording position information of the video-sound signal. Further, the program recording and reproducing device is provided with a control means 15 for storing new chapter data in the memory 14 while associating the chapter mark with the recording position information of the read video-sound signal when there is the chapter mark in reproduction by an editing command to erase record information of an optical disk 1, subsequently for additionally recording the entire chapter data of the memory 14 in a prescribed management information area of the optical disk 1 and for performing reproduction while skipping a record signal that subsequently corresponds to each pair of pieces of chapter data with the first chapter data and the next chapter data as a pair when received a command for normal reproduction.
