Disclosed herein are a portable terminal device which generates a danger signal by allowing a user to press a button in a dangerous situation or automatically generates a danger signal when a shock is given or when a user breaks away a portable terminal device such that a rescue team is informed of the dangerous situation and is dispatched, continuously transmits positional information such that a movement path of the user is tracked when the rescue team is dispatched, generates a danger signal even when a user goes out of a examined movement path such that the rescue team is automatically dispatched in a dangerous situation such as kidnapping, and informs the user that the dangerous situation has been reported to the rescue team and the rescue team is currently being dispatched such that the user copes with the dangerous situation with composure so as to reduce secondary damage, and a danger management system using the same.
