<P>PROBLEM TO BE SOLVED: To efficiently perform secure short-range communication with an IC card or a reader/writer. <P>SOLUTION: In a conventional IC card system, for example, a command packet processed in a SAM (secure application module) is returned to a host controller once prior to transmission to the IC card. In the IC card system of the present invention, a command packet processed in a SAM 72 is directly transmitted to the IC card 52 through an RF (radio frequency) part 73 without being returned to the host controller 61.
