PROBLEM TO BE SOLVED: To simulate operation for showing an image displayed by a host computer on a screen displayed on a programmable display. SOLUTION: An screen editor 3 in an editor computer 3 has not only an screen generating part 311 generating the screen but also a simulation part 312 and a VNC client part 314. The simulation part 312 simulates display of screen data read out of a project file of a storage device 33. The VNC client part 314 enables a VNC server part 43 to start an application program of an application part 44 by receiving instruction of the simulation part 312 in simulation operation of the simulation part 312.
