It is possible to provide an image encoding device capable of reducing the operation processes and downsizing an LSI circuit. An image encoding device (100) includes: an intermediate stream generation unit (130) for generating an intermediate code from image data, encoding header information contained in the encoding condition in the image encoding, and combining the generated intermediate code and the encoded header information so as to generate an intermediate stream; an encoded stream generation unit (134) for generating encoded image data by variable-length encoding the intermediate code contained in the intermediate stream and combining the generated encoded image data and the header information so as to output an encoded stream. The image encoding device (100) further includes a parameter information extraction unit (140) for extracting parameter information required when variable-length encoding the intermediate code from the encoding condition. The encoded stream generation unit (134) variable-length encodes the intermediate code to generate encoded image data by using parameter information extracted by the parameter information extraction unit (140).
