A contents download system, a contents server system and a method of operating the contents download system are provided to test a contents download time to determine the number of mobile directory numbers, monitor a download load and adjust the number of mobile directory numbers in an overload state to control the traffic and loads of a mobile communication system and a contents server system. A contents download system includes a mobile terminal(100), a mobile communication system(110), a contents server system(120) and an event company(140). The mobile terminal downloads contents and plays the downloaded contents. The mobile communication system requests the mobile terminal to receive contents and downloads the contents at a delay interval for each forwarding group in a normal load state of a download server. The contents server system tests a time required to download contents, determines the number of forwarding groups and adjusts the number of forwarding groups when the load of the download server increases. The event company is connected to the mobile communication system and the contents server system, inputs mobile directory numbers and contents information and requests the contents server system to transmit contents.
