<P>PROBLEM TO BE SOLVED: To suppress deterioration of performance of a fuel cell. <P>SOLUTION: The fuel cell is provided with an electrolyte membrane, a cathode layer arranged on the surface of the electrolyte membrane, and an anode layer arranged on the surface on the opposite side to the surface opposed to the cathode layer of the electrolyte membrane. At least one of the cathode layer and the anode layer comprises a first layer arranged at the interface with the electrolyte membrane and a second layer arranged on the surface on the opposite side to the surface opposed to the electrolyte membrane of the first layer. The first layer contains a catalyst of a structure which is not carried by a carrier, and does not contain a catalyst of a structure carried by the carrier.
