<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus which can smoothly and rationally carry out image formation, and to provide an image forming method. <P>SOLUTION: Image data supplied to each light emitting element of a plurality of light emitting element arrays in which a plurality of the light emitting elements arranged in a main scanning direction are arranged in the main scanning direction and a sub-scanning direction is stored in a memory table 10 while being reversed in the main scanning direction in position of an imaging spot formed on an image carrier. At the same time, the image data is divided to groups (A-C) by dividing a plurality of the light emitting element arrays arranged in the sub-scanning direction for every sub-scanning direction. The image data of Aa is read out, the image data of Ba is read out after T1, and the image data of Ca is read out after T1+T2.
