<p><P>PROBLEM TO BE SOLVED: To vary the scrolling amount in response to whether own vehicle is travelling and whether the route guidance is being performed, when a user performs a certain operation to perform scroll or scale change of a map in an image display device, in an on-vehicle map display controller for displaying the map on the image display device. <P>SOLUTION: A navigation device for the vehicle determines whether own vehicle is travelling and whether the route guidance is performed (120 and 160). When the user performs scrolling operation on a touch panel (110) with the both being satisfied, a map image is scrolled by the scrolling amount according to the size of an induction passage (180 and 190).
