PROBLEM TO BE SOLVED: To provide a communication system, communication method, base station apparatus, and terminal device capable of preventing disconnections or the like from a communication partner, as much as possible. SOLUTION: The base station 1 and a terminal 2 transmit and receive radio signals, while switching a modulation system, according to the communication quality for conducting communication. The base station 1 and terminal 2 are, respectively provided with modulation system determination parts 18a and 38a for determining a modulation system for requesting the communication partner to be a modulation system that is lower in modulation efficiency than that of the modulation system previously requested, when reception errors (frame errors) of the radio signal continue for a prescribed number of times.
