PROBLEM TO BE SOLVED: To surely prevent leakage of secret of a call content between a transmission terminal and a reception terminal. SOLUTION: A call control system 20 controls a call connection between the transmission terminal 11A and the reception terminal 11B. The system 20 has: a call secrecy setting means 21 for setting the level of call secrecy on the basis of the secret level of the call; a place secrecy setting means 22 for setting a place secrecy level on the basis of the secret level of the place to call; and a call control means 23 for controlling the call connection between the transmission terminal and the reception terminal on the basis of the call secrecy level set by the call secrecy setting means and the place secrecy level set by the place secrecy setting means.
