PROBLEM TO BE SOLVED: To provide a substance having a specific migration ability to skeletal muscles or fat tissues, and to provide a drug delivery system using the substance. SOLUTION: This heptapeptide comprising 3 to 6 basic amino acid residues and at least one hydrophobic amino acid residue or at least one hydrophilic amino acid residue except the basic amino acid residues and having a specific migration ability to fat tissues or skeletal muscles. A liposome bound to the heptapeptide and having a specific migration ability to fat tissues and the like. The peptide has a specific migration ability to fat tissues, and has an ability for targeting a liposome to whose lipid membrane the peptide is bound, on the fat tissue. Since having an escaping ability from endosome to cytoplasm, the liposome can encapsulate a remedy for type II diabetes to give a drug delivery system effective for the therapy of the type II diabetes.
