PROBLEM TO BE SOLVED: To provide a decorative material which can see the sharp printing applied thereto while keeping the feel of Japanese paper, machine-made paper and another paper from the aspect of appearance and can be suitably utilized for the surface processing of printed matter, for example, a soft packaging material, the covers of books, etc., and its manufacturing method. SOLUTION: The decorative material A1 is constituted by making a transparent paper composite material B which laminates a transparent Japanese paper 1, an adhesive layer 2 and a transparent film 3 in this order, overlie the printing surface 6 of a printing base material 5.
