<P>PROBLEM TO BE SOLVED: To provide a porous carbon electrode substrate capable of reducing damage to a polymer electrolyte membrane used for a solid polymer electrolyte fuel cell, its manufacturing method and the solid polymer electrolyte fuel cell using it. <P>SOLUTION: The porous carbon electrode substrate is manufactured by a method for conducting surface treatment for removing a fiber part of which end is not bound by carbon from at least a surface of a carbon sheet binding carbon short fiber by carbon.
