<p><P>PROBLEM TO BE SOLVED: To provide a mortar or concrete composition having excellent strength developability, remarkably reducing dry shrinkage and having neutralization inhibition effect. <P>SOLUTION: The mortar or concrete composition contains cement, aggregate, a hardening accelerator and a dry shrinkage reducing agent comprising 10-90 mass% component A expressed by general formula (1) and 10-90 mass% component B expressed by general formula (2). In general formula (1): HOä(AO)<SB>a</SB>(C<SB>2</SB>H<SB>4</SB>O)<SB>b</SB>}-H, AO expresses 3C and/or 4C oxyalkylene group, (a) and (b) are respectively 1≤a and 1≤b and have a relation of 2≤(a+b)≤30 and 0.4≤a/b and the component A can be any of random addition product or block addition product.
